As at 1st September 2025, the New Zealand government has opened up new pathways allowing overseas investors to buy and build homes in New Zealand.

I’m from overseas, how can I buy land & build a home in New Zealand?
Firstly, you need an Active Investor Plus residency visa. This means you must meet the following criteria:
- be a fit and proper person
- invest at least NZD $5 million if you invest under the Growth category or at least NZD $10 million if you invest under the Balanced category in acceptable investments in New Zealand
- transfer your investment funds to New Zealand
- have earned or acquired your investment funds lawfully
- meet the other requirements of this visa.
The minimum value of the house that can be nought or built is set at $5 million, NZD.
The Active Investor Plus categories are:
- The Growth category focuses on higher-risk investment, including direct investments in New Zealand businesses. It requires a minimum investment of $5 million for a minimum period of three years.
- The Balanced category focuses on mixed investments, with the ability to choose ones that are lower risk. The minimum investment in $10 million over five years.
What does a 5 million dollar house look like in New Zealand?
$5 million dollar homes in NZ are the top 1 per cent of properties in the country. Therefore, they’re usually ‘dream homes’ in the eyes of us Kiwi’s.
For you, the foreign investor, this means that for your $5 million you’ll be getting a very nice home in a very nice location, often coastal.
Some of the nicest coastal pieces of land that are ready to build on are worth $1-3million, and then that leaves the rest of your budget for the build.
How much does it cost to build in New Zealand?

In short, build costs start at $4000/m2 NZD and can easily go upwards of $10,000/m2 for a luxury, well designed home. A metre square (m2) is 1m x 1m square.

What locations would be best to build so I don’t over-capitalise?

As you can see, there are some locations that feature a number of these properties, and are the most sought after. Starting from the top:

- North of Auckland, East Coast (Mangawhai, Te Arai, Omaha, etc)
- Auckland (Herne Bay, Remuera, Coatesville etc)
- Waiheke Island
- Coromandel Peninsula
- Wanaka
- Queenstown
